DRO Publication No. 1 [2nd Edition] – Adaptive Reuse Framework for Office to Residential, Hotel and Serviced Apartments II Conversions
In the 2nd edition of this publication, CPG’s Design and Research Office (DRO) expanded upon their research on the feasibility of office to residential and hotel conversions to include Serviced Apartment II (SA2) conversions, in response to the updated CBD Incentive (CBDI) Scheme and Strategic Development Incentive (SDI) Scheme 2.0 released by the URA in February 2025. DRO’s findings show that there is much potential for office conversion projects in Singapore from the design, technical and financial perspectives, especially when they are converted into hotels or SA2. By reframing existing building stock as material resources and embodied carbon repositories, we can prolong their lifespans, avoid unnecessary material wastage, and encourage creative adaptive reuse solutions.

The Making of Mandai North Crematorium
Produced by CPG Consultants’ Design & Research Office (DRO), The Making of Mandai North Crematorium documents the challenging, decade-long journey of Singapore’s fourth-generation public crematorium, from the design to the construction and completion of the project.
Designed as a green sanctuary that offers a healing environment for the bereaved, Mandai North Crematorium provides a tranquil and dignified setting befitting of a final farewell. Biophilic design features strongly in the design, bringing elements of nature into the key spaces in the form of greenery, daylighting and natural materials. Richly illustrated with architectural renders, detailed drawings and stunning photography, the publication provides an engaging, behind-the-scenes account of this award-winning project.

DRO Publication No. 3 - Design for Senior Co-Living
As the demand for co-living continues to rise, there is growing interest in expanding its reach to include senior communities. This is especially relevant in ageing societies like Singapore, where more than 21% of the population is projected to be 65 years old or older by 2026.
CPG Design & Research Office’s (DRO) “Design for Senior Co-living” research explores how senior co-living developments can foster social wellbeing and support healthy ageing by focusing on the design of common spaces, circulation spaces and interfaces within a residential complex. These spatial concepts are encapsulated in a senior co-living design toolkit that can be applied when planning and designing urban co-living developments across various scales and typologies.

DRO Publication No. 2 - Design for Future Adaptations
What if common building typologies were designed to be adaptable so that they could be repurposed to meet future needs?
CPG Design & Research Office’s (DRO) research on “Designing for Future Adaptability” showed that office buildings with a linear configuration, such as strata offices and B1(Industrial) offices, could be adapted for residential or hybrid live-work use. Besides catering to contemporary live-work trends, this approach would offer a more sustainable form of redevelopment, extending the lifespan of a building while enriching its identity and history.

Embodying Sustainability – A Decarbonisation Playbook for the Built Environment
To accelerate the transition toward net-zero in the built environment and address the challenges posed by climate change, the Sustainability Office has developed a playbook titled “Embodying Sustainability – A Decarbonisation Playbook for the Built Environment.” This playbook serves as an introduction, providing an overview of CPG’s integrated decarbonisation approach, with additional modules to be shared in the future. It offers a framework to support the implementation of comprehensive decarbonisation strategies and roadmaps throughout the building lifecycle.

DRO Publication No. 1 [1st Edition] – Adaptive Reuse Framework for Office to Residential and Hotel Conversions

This 1st Edition was published in April 2024, with a 2nd Edition released in December 2025.

The evolution of the public works scene in Singapore since the first Public Works Office was established in 1833 has supported the Singapore urban landscape and propelled the island into a “Garden City” that is world-renowned. Founded on this 188-year legacy, CPG Corporation (CPG) as the corporatised entity of the former Public Works Department of Singapore, commemorates its journey in the built environment industry with the publication titled “CPG 188”.

Pandemic Resilience Playbook
The emergence of COVID-19 has highlighted the need to develop Pandemic Resilience as a new dimension of urban resilience. To shape a pandemic-resilient built environment, building design must encompass the objectives of sustainability, resilience, and safety. Based on our technical expertise, past project experiences, and international best practices, we have established a framework that can be used as a reference for different building typologies and future planning in pandemic situations.
