City–East Coast Study
The City–East Coast Study establishes a long-term climate resilience strategy for one of Singapore’s most significant coastal regions. By integrating coastal protection with inland drainage planning, the study provides a holistic framework to strengthen resilience against rising sea levels and increased rainfall while safeguarding communities, critical infrastructure and future development.

Project Details
Strengthening Singapore’s Coastal Resilience
The project involved the development of coastal protection measures for the City-East Coast of Singapore, providing an integrated strategy to address the long-term impacts of sea level rise and increasing rainfall intensity. The study covers approximately 58 kilometres of coastline and encompasses a diverse urban landscape including residential communities, commercial districts, recreational areas, industrial estates and nationally significant infrastructure such as Changi Airport and the Greater Southern Waterfront.
Rather than considering coastal protection and inland drainage independently, the master plan adopts a holistic, multidisciplinary approach that combines engineering, urban planning and climate resilience into a single long-term framework. The study explores integrated solutions that not only strengthen flood resilience but also support sustainable waterfront development and future urban growth.
Designed to provide flood protection against future sea level rise, the project demonstrates how proactive planning can help cities adapt to climate change while creating resilient, connected and liveable coastal environments for future generations.
